Primarily the dog does this to cool off. He does not have sweat glands like humans do, so he cannot cool off this way. This works because the moisture evaporating off of the tongue cools the blood vessels within and is spread to the rest of the body. This is the same reason they have long noses. The nasal passages cool air going to the lungs during the heat, and warm it during the cold. The longer the passage, the more time air has to cool/heat. Another reason dogs pant, with teeth showing and the tongue hanging way out, is that this is how they smile. It can signal that they are happy (especially noticeable when you play with them).

Since dogs have lots of fur to keep in body heat, dogs pant with their tongues sticking out to help them keep cool.

Dogs must pant because they do not have sweat glands and therefore cannot sweat like we humans do -to bring our body temperatures down. This is the only way they can dissipate body heat (i.e. cool off). That's why they pant to a greater and faster extent after exercise or in hot weather... they're overheated. Ya gotta love dogs!

Dogs have NO sweat glands and cant cool off. Panting regulates the "cooling system" in his body and cools him off. Same with cats. Cats have been seen panting at times.
