A reference number and/or batch number would be used by a vendor or an agency to assist them in retrieval of data when you respond. When processing a large quantity of letters or notices, such as a penalty notice from the IRS, there will be a reference number assigned to your particular case. When responding to the letter, reference the number for speed in resolving the issue. This is not something you will see in a standard formal letter. So if you are creating a letter to a business, you will not create your own reference number, though you may want to reference your account number. Hope this helps.
