It's basically who ever is on the upside of a treaty wins. Sometimes like in the WWs the central and axis powers lost by accepting an unconditional surrender (complete surrender). Sometimes it is who ever conquers the whole country, not necessarily by determined by casualties.

How would I win a war? Thats easy. First I would find the remains of Patton and McArthur and clone them. Then I would find the remains of John Wayne and clone him. With the two greatest generals and the most decorated man who never served in any military. How could I lose. Plus I would enlist Chuck Norris right away ensuring I would win no matter what.

The only way to win a war is through good strategy and tactics planning. The only problem is now days it seems no one really wins a war as most wars are fought for the wrong reasons.
