graphic artists usually use Adobe Photoshop. I got it from a friend :) so i guess its a freeware lol. If you need help in creating that effect contact me.

I use Photoshop for this function. I do not know what freeware would do it.
You can select the area you want in black and white and do a selective color on it and drain out all the colors.
You can even do this to leave in just one color.

Any standard image editor can do that. Copy the layer, make the top layer black and white, and erase the parts you want to have colour, so the bottom layer will show through.

You can do that with Adobe Illustrator or Adobe Photoshop.
