The Texas State flag is the only flag in the country that can be flow at the SAME height, not above, the American Flag. This is because at one time Texas was a sovereign country.

It depends on your level of commitment to the United States vs. Texas. If you'd rather drive a truck with Calvin peeing on the back window, shoot squirrels, and wear the confederate flag in the form of a dew rag...then yes, the Texas flag should be higher.

The US flag is always suppose to be positioned higher than another state's flag. But it's not uncommon to see them equal.

No flag is to be positioned higher than the US flag. It may come across as arrogant of us, but that's the way it is. We do not even dip our flag in deference to another, or another head of state.

According to the United States Flag Code, any state flag can be flown at the same height as the U.S. flag. The U.S. flag must be on its right (the viewer's left), however.
