when I wear shorts my legs and arms get these white sorta polka dots no bumps or anything i just look polka dotted!! i always thought is was because i have kinda pale complexion but not sure so any advice would be greatly appreciated!

It's about your pigmentation most likely...there could be a slight differentiation in yours from normal which could cause the polka dots.
