do they give a reason?
or do you just get a statement of "rejected" with no reason?

what type of visa are you applying for?
what country are you from?
do you have a criminal background?
do you have family ties in your country?
do you have money?
are you healthy?

if you keep getting rejected there must be reason

If your visa application wasn't any more detailed than your question, it's not surprising! I don't know what you mean by 'got rejected that too second time' but I guess it means something to you.
Why you?
Because obviously you failed to meet some/and/all of the criteria for entry. Perhaps you need to see an immigration advisor to find out what's happening.

More details would be necessary, but I would suggest that either you didn't fill out the forms correctly, or else there is something in your history that makes you undesirable to visit Canada.

I hear that's almost the #1 reason nowadays
