God caused the different languages when the Tower of Babel was being built. He did this because they were sinning in trying to build a structure tall enough to reach Heaven and being on power trips. So, God caused everyone to speak different languages so that the could not understand one another and could not keep building the structure.
As for color, I am sure that was the plan, and variety is a wonderful thing! God knows what is good!

There is no proof of a god of any kind, which means there is no plan.
People come in different colors and speak different languages because they evolved differently to better survive the conditions in the regions they settled, and developed their societies in isolation from other groups giving rise to all of the different ways we communicate. You can enjoy the wonderful diversity of the world without worrying about whether it was some made-up god's plan or not...:)

here is what God Almighty told about this
"Mankind was one single nation, and Allah sent messengers with glad tidings and warnings; and with them He sent the Book, in truth, to judge between people in matters wherein they differed".(9) Simarly, He, the Almighty, also stated in they Holy Quran "Mankind was but one nation, but differed later".
