Of course they can. The only source to a good relationship is through being non-intimate until you marry them. Get to know the person mentally first before you even consider becoming intimate. Intimacy is reserved strictly for marriage. Period.

As friends, sure.
As lovers -- no.
There are, of course, levels of intimacy -- being intimate doesn't have to mean having sex, especially if the people are quite young or not married. But in any "romantic" relationship, intimacy is the tie that binds the emotional and social aspects of a relationship together into something that draws two people together and makes them want to stay together. Without intimacy the people aren't as close, or as bound to each other -- and the emotion often withers.

yes- being intimate is just one way of showing one another how you feel- but it is not needed to have a good relationship. I have been with my fiance for 1 1/2 yrs and we know pretty much how the other one ticks but still have not had sex and are both fine with that decision.

Yes. There are many reasons why intimacy (by this I assume you mean sexual intimacy) cannot occur.
Usually medical or physical reasons.
You can still love the other person and have a great relationship without it.
