Law makers make laws. Law enforcement enforces the laws that the lawmakers make. Two separate entities, each powerful in their own right, but separate nevertheless.

I don't understand, do you have a specific instance in mind? Law makers give the police tools with which to do their jobs.

Everyone is equal under the law (supposedly), Cops are treated the same as everyone else, at least that is the way the law says it is suppose to be
