It is on the outside. There is no right or left side of a cup. It depends on whether you are right or left handed.

normally, it's on your right side. meaning, the design (if one-sided) is away from you. The cup design is facing opposite you, and the cup handle is in your right.
and, don't forget, sometimes cups have 2 handles, on the right and left like for the toddler's cups.

Cups don't have handles. It would be a mug! Unless your in England and drinking tea with the Queen, but even then they call it a "spot of tea" so chew on that for bit.
