Unfortunately, no. But most tattoo artists trained as artists before doing tattoos. See if you can get a scholarship to art school or take classes at a community college. Or, just practive drawing a lot. Then, get a peon job at a tat shop or even volunteer to help around in return for advice and experience. If you get good and they like you, they might start letting you work on people. Practice on your friends if you can convince them to let you.

You have to fund this your self ( as is yoshi in miami ink ) althogh as an apprentice you won't have to wash the tattooists car lol.... basically the won't even give you the time of day unless you can draw well on paper... so no1 you'll need a portfolio!! no2. you will be the gopher at first eg. you'll be doing reception and booking people in, making transfers, cups of tea for the artisit/s steralising equipment.... you don't usually set equipment up for the tattooist though they prefer to do it them selves no3 this is not a cheap choice of career. you will have to fund yourself all the way you'll need power packs, needles grips and tips machines inks gloves etc etc..... no4. this is not a couple of years thing it usually takes about 5 YEARS to be come a capable tattoist eg when you can be let onto the general public :) this can take less time or longer but this is the average.... and even then you will still be learning new techniques no5. don't be sucked into the we'll train you to be a tattooist in 1 year 2 years or the college courses that are being run.... the former are rip offs the latter haven't a clue( Just ask any tattooist :) no6 be prepared to get knocked back, tattooists are very ciniqal as every one wants to be a tattoist at the mo... offer your services as a receptionist on the weekends first and get into it that way and also look at tattooists in other nearby towns and cities.... i wish you luck and hope you get the oppurtunity... it's a rewarding proffession to be in:)

Where I live, you a have to go through an aprenticeship. you have to get down on your knees and beg a tattoo artist to take you on. You have to buy your own supplies, ink, guns etc. and then you have to talk someone into to letting you practive on them. Ever notice how most tattoo artist have really bad tattoos on their left arm? Those are the practice tattoos. Eventually one of their buddies will cover them. No one really funds this operation except for you. It takes a while to turn a profit but if you are good, then you can turn a profit in no time.

Well, you can only obtain federal student aid funding if you're in a degree or certificate program, so, no.

You could probably argue your eligibility for a private "career" loan or possible a "continuing education" loan (anything that doesn't require a school to sign off), like these:
