No most I.P. addresses are not static, even then you cannot find out who they are. Sometimes you can go to whois.com and get info.

If you go to a site like http://www.arin.net/whois/ you can get good information about where the ip address is registered. This is frequently good information. But if someone were doing an attack or something devious, it's very likely that the ip address you can see is not the address where it started. Hope this helps!

No. You can only trace the IP Address to the owner of the IP Group, such as AOL or Comcast.

you would need explicit help from their ISP (which you won't get unless you're the government, i.e. the NSA or Homeland Security) via a subpoena....
