I would get checked for asthma even though you don't think that's the problem. Coughing is one of the signs when you are winded.
If you are generally out of shape, you might start coughing to get more air into your lungs. See a doctor, it could be any number of things. I got really short of breath and found out I had a blockage in one of my leg arteries.

This is definitely a respiratory problem. When you exert yourself, you cause you body to need more oxygen. To get more oxygen, you breath harder.
More air passing through your bronchial tubes could be causing them to become dry and irritated. You can emulate the stair climbing by hyperventilating for a minute or so to see if the same cough reflex occurs.
I don't think it's a big deal, but when you get your next checkup, talk to your doctor about it.

If all of the other suggestions don't apply, you may have hypoglycemia (low blood sugar). Check your symptoms out against the list at www.hufa.org, and if they match, get tested for hyperinsulinemia.
When my hypoglycemia was at its worst, I couldn't climb 5 steps without being winded. This was in addition to the muscle twitches, low self-esteem, high anxiety and low motivation.

I've heard that it can be a symptom of ulcer/heartburn, when you exert yourself you get like a backwash of acid from your stomach that irritates the esophogus and causes coughing. Do you suffer from Heartburn too?

Are you a smoker? Do you have any health issues not stated above? Do you have circulation issues? Just a few things to think about...Please go see your doctor about this!
