If your talking about CABINET shelves mainly...here's an idea!
Take all the doors off. Paint the entire wall ceiling and cabinets area a semi-gloss pure white. Fill your functional food storage areas with boxed/canned food neatly displayed in rows, stacks or line, alternate between them individual 'Objects De Art'. It will bring a contrasting vibrancy of color to your entire kitchen, a sort of 'fine museum quality' display to the entire apartment.

If you like this idea use it.......and send me a check for a million dollars (cheap) so I can redecorate my apartment...Ha-Ha-Ha.

I moved into a home once and they had wall length shelves mounted about 2 ft down from the ceiling on two walls and had the same problem. Since I just didn't have much "stuff" my decorative weren't going very successfully. It either looked too bare or like I was using it for storage.

Finally, I bought one of those grapevine garlands and some white Christmas lights and a little greenery for a backdrop. I had a collection of the old Fiestaware dishes (all those solid green, yellow, lt turquoise and pink from years ago). I stacked them up, added a few of the pitchers here are there, scattered out some of the mixing bowls and it changed the whole look of the room!

You might try something similar since it's in your kitchen. Look for large bowls, vases or urns in the colors of your kitchen. Depending on your decor, you might drape a garlic or chili pepper ristra over the front edge. One of the things a friend of mine did her child's bedroom was to find colorful ribbon at the craftstore and tacked it with glue along the outer edge of the shelves to give it a customized look. Stack up a collection of cookbooks. You might even "use" the additional space to hold all those extra pieces we haul out only for company or holidays with a few decorative pieces mixed in for fun. Well, when I moved into my apartment I hated how dark it was and the cheap wood didn't help. So I went out and bought some nice shelf paper and covered up the bottoms. It was a big difference. I bought the shelf paper at Target. It was white and had small blue flowers and plaid, it seems cheesey but it wasn't, and the paper wasn't too girly either!

I like blueyes suggestions. I've seen this done with a collection of pitchers and old bowls (the crock bowls). They are usually in different colors so it brings a cheery warmth in the room. The colors in the collectables can be used throughout the kitchen for a custom look.

I suppose you could try shelf paper (like Contact paper, but not as sticky). Are you allowed to paint them? If you can, and the height of the shelf is more than an inch (unlikely but still possible) you could try your hand at stenciling a pretty design on the edge.

Paint them a light color - then your plates and glasses will stand out. Or put your cookbooks and spices on display.

You can buy stick on melamine that will look great.Lots of different finishes.
