For instance, lets say I ask my higher self to let me dream about someone in particular. If I do, did that person also dream about me? Do you believe it's possible to actually meet up with someone in a dream and exchange messages?

Sure. Much of dreaming is an OBE (astral projection) where you can communicate with anyone who happens to be there at the same time. With practice you can meet someone you want to, irrelevant of spacial restraints.
To take it a bit further read some of Karlos Castaneda's (spelling?) books. He literally proves (and tells how to experience it) that when dreaming we enter an entire other existence as real as the one we are in now. A bit heavy but amazing.
Robert Bruce will also give you step by step instructions on how to astral plane.
Something to try: Next time you are dreaming purposefully look at your hand. This can swing your consciousness into the dream and it becomes reality for your perceptions. It is called conscious dreaming.

Very possible! While living in Heidelberg,Germany in 2001, my daughter and I had virtually the same dream that kept us from becoming separated on the S-Bahn - this had just happened to another American mother and her daughter.
Our dreams were nearly identical; I mean it... there was very little deviation between the events that occurred in her dream or mine except for being on the opposite end of each other's actions; i.e. in my dream I reached out for her and in her dream she reached out for me so that we both got off of the tram before the doors closed.

Dreams are reflections of your unconcious. I dont think that can happen, but can you imagine sharing dreams with ronald mc donald? ha!
