Essentially, this sentence is not incorrect, but it is confusing and difficult to understand. The issue lies with the verb 'bring'. In this sentence, its use implies that the speaker and the subject, the girl with the clothes, are in London. In English, you typically 'bring' things to your current location. If this is the case, then maybe the clothes were bought in London, not taken there, but to arrive at such a conclusion takes a lot of steps of inferrence, and isn't easily understood from the sentence. This is more evident if you rearrange the sentence: "She did not bring to London the same clothes that she is wearing now."
The use of 'take' would resolve this problem, because its use implies that the speaker, the girl and the clothes are somewhere other than London. Again, rearranging this sentence demonstrates the difference: "She did not take to London the same clothes that she is wearing now."

If she is currently in London, then it doesn't make sense because obviously she brought the clothes she's currently wearing.
If she's *not* in London, then the sentence isn't correct. It should read:
"She had not brought the same clothes to London that she is wearing right now."
