A free software that can get you started is audacity: http://audacity.sourceforge.net/ You can google/yahoo it to find tutorials to do most things.

Some of the "pro" tools you can get are: Audition 2.0 (by Adobe), Pro Tools (for the Mac), and Sound Forge (I think by Sony).
Pro Tools is probably the most widely used at a professional level, but any of these programs easily fetch over $300 USD. You might be able to get a cheaper "LE" (Limited Edition) version of the programs that don't have all the features of the full versions, but if you're starting out, Audacity might be good enough.
