If you see a target then envision something beyond that which you are looking at... don't stare but envision yourself inviting her to take a further look.... If you look down then it shows that your thinking about what you saw.... This shows interest wether you believe it or not... I think you need to work on approaching these strange women... Ask them if they are engaged or if they ever have free time for a date. If you spot them and they spot you then you need to make a move.... looking down is your time to move your first foot forward and walk up to the girl... You need to take the initiative... sure you may strike out with an "I'm married." or a "phasdfhaswerfuwe WHA???" but more often than not they will see who you are and what they have to work with... Besides bro... women find shy guys alluring and cute... And while that may not boost your confidence it will boost thiers...
And one more thing... if you STARE more than 5 seconds it could be considered harrassment... take it 3 seconds at a time.... if by the second look they are still checking you out then make your move... She's as good as a first date. Good Luck and don't make any Star Wars references or jokes about how your mom did this or that.... They want you not your parents. Peace out and happy hunting

Here is a trick that works for all social occasions. Instead of looking directly into her eyes focus on the space right between her eyes or on one of her eyebrows. She will not be able to tell the difference. But remember not to stare at her continuously. That can be kind of creepy. Look at her while she is speaking, but when you are answering divert your eyes every now and then. Good luck

hey... no worries... seriously speaking, it isnt possible to maintain eye contact for long. There is a reason behind why you shouldnt do that too.
Trying to maintain eye contact can become over whelming and is also considered rude because it can be taken as staring. And no one wants to be stared. Also, constantly looking makes the other person very self conscious, which would be self-defeating in its own right!
