The federal executive branch is the president.
The state's version is the governor.
The president may be able to trump the governor depending on the situation, the governor can never trump the president.

State can only add to what the federal government rules. states must comply with the minimum requirements of the state, but may do more than the requirements or make laws that dont interfere with government laws
