im moving there and i want to pick a county

Clackamas, Columbia, Multnomah, Washington and Yamhill in Oregon; and Clark County in Washington

If you want to move to Portland proper you have only one choice. Multnomah County. Unless you want to live in Waverly, which is way too expensive to live in unless you are a millionaire. That is in Clackamas County, the only part of the City of Portland that is in Clackamas County.

I would suggest you check out Multnomah County's website.

Portland itself it is Multnomah County.

Surrouding counties are Washington (west) and Clackamas (south). Directly north is Clark County, Washington State, site of Vancouver WA.
