From a Mormon point of view I would say God the Father and Jesus Christ were definitely there. Since we are all children of God, I believe that we were also in the same pre-mortal realm, although we did not have the same creative authority as they have. However, it would not be outside the bounds of imagination to say that God and Jesus Christ organized intelligent spirits to help with smaller aspects of the creation. Those would be both male AND female spirits, including any angels who had that capacity to serve. Perhaps you have lived in a community where an elementary school was being built to further the education of children of new families who had moved into the area. If you can apply that idea further, perhaps that is what was going on in the pre-earth life - we all had a chance to see what was going on and support God and Jesus Christ. As children of God, we would resemble our Heavenly Parents (in their image), just as children on earth resemble their physical parents. We are part of the race of gods, but we are passing through a mortal stage right now to keep learning about physical and spiritual laws. This is just my opinion, but it is based on a smaller book of scripture called the Pearl of Great Price we use in addition to the Bible and the Book of Mormon (because after all, who wants to limit an author to just one book, and we can't limit God if He wishes to teach His children in other lands).

shadow there are two major theories about who the "us" and "our" refers to. The first has already been stated, that being the Holy Trinity of Father, Son, and Holy Spirit. The next theory is that God was talking to the what is referred to as the Heavenly Host, that being His Angels. No one can say for sure as it is left wide open to interpretation. St. John chapter one seems to say that Jesus was present during creation only not in the form of a human but as Spirit or more precisely concept (LOGOS).
Though some here will assert that their answer is definitive, there is really no definitive answer. You can read all the answers and pick the one that resonates with you.

Jesus and the Holy Spirit was with God the Father in the beginning. Also known as the Trinity. We were made in God's image. That is what sets us apart from any other creation.

His children. According to the Bible God had children that then became the human race. He could have, then, been giving His children a choice as to how they would look when they lived on earth. Since they are/were His children, then they would look like Him, and thus making mankind in the image of God would be the same as making mankind in the image of God's children.
This theory, and the next, are mere speculation, so please do not get upset just because I think these may be true. And for those who believe that religion is inferior to science, don't comment on this question, the asker wants to know an answer according to his beliefs, not yours.
The other theory is that God was speaking with His wife. Since His teachings promote marriage, it would follow that He has a wife and that He would, in accordance to His teachings, treat her as an equal. The "us" and "our," then, would refer to God and His wife, to whom He was speaking, hypothetically.

There are numerous choices that can be made to fill in the blanks here---popular theology paints this as a clue that Christ (the Word) and the Holy Spirit were with the Creator from the beginning of human history....but there is still the 'Heavenly Hosts' refered to again and again throughout the Bible as the contengents of His realm....ie--angelic beings etc

some parts of the bible refer to the people worshipping gods in the plural
it could just be a figure of speech as in royalty etc use that form
we are not amused etc
king james would have said
we hope you can come to our birthday party
if he baked the cake himself he might say
let us make decorations for our cake

i think you may find that the trinity was proposed a very long time after the bible was written
and that the creation/flood stories were borrowed from the babylonians

I agree with Larry, Gary, and Charlie- especially Charlie. Namely, the Bible seems to point out the fact that God was not "alone" when he created man. And the Bible seems to point to Christ (as the "Word") being with God in the beginning and the Heavenly Host there also. But in the end, we are merely speculating once we go beyond the written text and make it sound as if we were there! May God bless you!

It is pure guesswork to identify this as the Father, Son and Holy Spirit. People have faith that it is the trio. The Bible teaches us that the pre-human form of Jesus was at the creation of the heavens and earth. The angels were there as well.

The "Image" spoke of in the Bible was meant to be an example. Not of physical image, but of spiritual image. If we all lived the way that "GOD" was said to have lived then we would be in his/her "Image". If you take every word as the current dictionary meaning then the Bible can never be understood. David slew Goliath --- Goliath doesn't have to be a giant man.. Goliath could have been a large burdon on David and he defeated it...
