I am not sure where you live but I have had really good luck with Hobby Lobby when they have their 1/2 the frame. From what I can tell you will just need the frame. More simple you go the cheaper it will be. Also if it is a regular size you can get a ready made frame. Standard sizes are 8x10, 11x14, 16x20, 18x24, 24x36. Sometimes you can find other sizes that are in ready made section. You can spend anywhere from $50 to $300. Just depends on what you like.

Hate to say it, but usually more than a painting by an unknown artist is worth. Quality framing for an 18x24 canvas without considering conservationist measures would be at least US$300-400. More if you frame it under glass/with mats and much more if it is a true gilt/gold frame.

My mother owned a framing and matting business for fifteen years. Alot of the costs depends on the frame. Metal frames are cheaper than wooden frames. The matting can vary greatly, also you can double mat something. But if you are trying to get the most bang for your buck I recommend something simple and classic. I have approximately twenty framed art pieces (good to have connections!), and I did them all in just simple black metal frames with a single mat that compliments it. They all went for around $150, and these are all poster sized, plus a surrounding mat. I don't own a home yet and have moved quite a bit, so the simple framing makes them easy to put up whatever color the walls and trim in the room.
P.S. those had glass, I recommend it for preservation of the art piece. To mitigate costs, make sure they don't use non-glare glass, as it can be very pricey!
