If someone said "I love you" and was shaking their head in a negative way, I would be pretty concerned! That is just weird. Their body language is not the same as what is coming out of their mouth. Why don't you say something about it. I would. It tells me what is coming out of their mouth is not their true feelings.

i've gotta go with the 'i just can't believe how great you are!' idea, that i'm shaking my head when i say something good because of the sheer joy of it.
like seeing my nieces dressed up makes me say 'wow, you're really beautiful!' while i'm shaking my head because i almost can't believe how big they're getting, and how cute they are, and how much i love them .....

i do this sometimes when somone i love does something goofy that you might not claim them to be the smartest person in the world for..but you still love them b/c of who they are..
i/e.. my bes friend accidentally dropped an egg b/c she just let go of it trying to grab something else.. i had to laugh, and it was one of those shaking my head moments, cuz it was a funny blonde moment that makes her her..but i couldn't belive she just did it...so i did the omg.. i luv ya..what would i do w/o ya in my life..

they might really mean that they love you-but don't agree with some of the choices you might be making at that time, but otherwize i would double check-to see if they really mean what they say.

what do you mean?..hmm..well, if a guy would say, i love you,to girlz, they would not believe because they think that the guy is lying. hehehe, well, girlz are complicated! hehehe

Maybe its their way of expression when saying it. It could be possible they are truthful.
