Is it still functioning properly? If so, then it sounds like the standard noise (approx 15KHz) that emanates from the horizontal circuit. The only way I've ever been able to quiet that down is to use a glue gun and hit all the transformers and coils with it. If the unit is not working, then you have a shorted component, most likely a transistor or a diode.

if it's an older tv it may have a transformer in it to step the voltage up. sometimes when they go bad they make a lot of noise....
