They are different characters.
In the vulgata (NOT the bible) Lucifer is an archangel which fell from grace because of pride, becoming Satan. The name is derived from a Latin name (never existant in the original Hebrew versions) meaning "light bearer", the Romans used this name for Venus, the evening star.
In the original Hebrew version of the bible Lucifer is mentioned in Isaiah 14:12, not as Lucifer but as Helal, son of Shahar which can be loosely translated as "Day star, son of the Dawn.". This is not a reference to the devil but to a Babylonian king who persecuted the Israelites.
The versions used to translate the King James version of the bible weren't the hebrew originals but an older latin translation from St. Jerome in the 4th century, who mis-translated the name to Lucifer. Over the centuries a lot of stories congealed to the idea of the fallen angel Lucifer - never mentioned in the bible.
There is a bit in the King James version that says: 'Lucifer is Satan: so says the Word of God'....". This however is to describe a evil worldly power: Isaiah 14:4 says that when Israel is restored they will "take up this taunt against the king of Babylon . . ." . Lucifer/ Helal is the king that is Satan, to mean he is the one the Israelites will overcome.
Until St. Jerome's translation in the 4th century Lucifer and Satan were not considered the same, this only happened later.

Lucifer was cast out of Heaven by God thus becoming Satan.
