Is it always a proper protocol to have a discussion with each other so that one person may assume your bf/gf and the other one doesn't?
How do I bring this up? Just say, I'm not indicting anything here, but when one of us feels ready to date exclusively I think we should state out wishes to each other and not let everyone assume what is going on or not going on.

Any pointers would be helpful.

Try to just talk about things you guys are doing together. Almost reminise you relationship so far and the casual ask "so what are we?" Almost like you don't know. Don't ask questions like where is the going or the seriousness of the relationship. Make sure you're willing to put yourself out their with your wishes even if they might not see the relationship in the same spot.
