At the time she went into labour, the mother was travelling by boat. The older twin was born first (early on March 1st). The boat then crossed the International Date Line and the younger twin was born on Feb. 28th. On a leap year, the younger twin celebrates her birthday two days before the elder.

The identical twins were separated as eggs in their mother. The girl (Y) was taken out of the mother as an egg and kept frozen for one year and 2 days ... while the brother (X) was allowed to stay in the mother and gestate and be born.
The girl egg was put back in the mother. Allowed to gestate and be born.
SO .... *drum roll*
When the girl had her 1 year birthday, it was her birthday .... then two days later .... the brother had his 2nd birthday...making him twice as old.
I know the math is a little off ... plus the 9 month for gestation. but you get the idea

It is never mentioned in the above riddle that both X and Y are twins...
so Y being elder could be born any year previous to the birth year of X ;....like if X is born on 14June 2003 then Y could be born on 16June 2002/1....(Y could be twin born with a brother/sister Z then..)

X was born on before midnight on Febuary 28 and y was born sometime after midnight on the leap year day of February 29.
Only way I can think of unless Mom was in labor for 3 days , and I don't know any woman who could survive that!

She either celebrated her birthday early, or her older twin was not her identical or fraternal twin, but of a different birth date.

Y is just an older sibling (ie he might be 10 born on 11/9, she is 8 born on 11/11)
