if it looks look regular skin but does not tan like the skin around the area, she has a pigmentation problem. there is a med you can get from a doctor but is hard on the liver.

Overexposure to the sun. Have her put on sunscreen before going outside.

She may have a fungal infection - a dermatologist could tell you this immediately. Not a big deal but check it out.

sounds like a fungal infection or white spots. Is it spreading? ...kinda scaly?

Probably fungus. I get that. It can be innocuous but it can also spread. Why not consult a dermatologist?
