Generally this information is protected under various state and federal privacy laws.
*However* if the person driving that car got a speeding ticket, parking ticket, or any other type of moving/parking infraction, *those* are usually public records.
Often times, you can search for the plate number online at the court's website (local court for that handles things like speeding tickets.) If there is a hit, you'll get the information on the ticket itself, as well as the name of the driver, their address, et cetera.
So the best thing to do is try local courts and parking violation bureaus for the cities/counties near the area and see if you get a record on the plate.
Otherwise, you'd have to know someone inside the DMV or the police.
