There is a reason both scripturally and philosophically that makes the term "Atheist" meaningless.

Scriptural Hint: Romans 1:18-22

Romans tells us that just by creation all by itself that all men are without any excuse of knowing absolutely that a great marvelous Creator created everything.

Here are the verses you gave us: Romans 1:18-19

For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness. Because that which may be known of God is manifest in them; for God hath showed it unto them. For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made; even his eternal power and Godhead; so that they are without excuse: Because, that, when they knew God; they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened.

Atheism is philosophically impossible because infinite knowledge is required to make a definite conclusion that God does not exist. (I think that's what you were getting at anyway.) No one even has vast knowledge of our own universe, galaxy, etc. There is so much to explore about what God created it's incredible.

Scriptually and philosophically? Not the same thing, hun. Scripture and philosophy are on two opposite spectrum's. If you want to say that scriptually atheism is meaningless, then yes it is. But it has significant philosophical value, and for each individual it is different.

True atheism is a faith in the absence of faith, which can make things interesting. But I know you're not quoting a religious text to "prove" atheism invalid, right? Come on now. Atheism is based off the idea that an absence of proof suggests a proof of absence, but it too is faith-based... just not religion.

You want a true non-faith? Try Agnosticism. But you'd better get comfortable sitting on the fence...

How does a passage in a book, purportedly the word of a deity whom atheists don't acknowledge exists, prove them philosophically wrong?

Excellent scripture! Just a kooky man-made term.

Atheism means that one doesn't believe in a God. The term, however, implies that such a thing as a God exists, otherwise there would be no need for the term.

It has pleanty of meaning to me.

It means living without believeing that some fairy tale guy in the sky is going to help me with all my problems and reward me with heaven or punish me with hell.

It means everything I do I do for myself and to make myself and those I know and love happy.
