I searched across the entire Bible in multiple versions and could not find any passage that even vaguely resembled that.
The only part about "falling seed" is the story of Onan in Genesis chapter 38.
So the possibilites are:
- misreading of Onan
- completely made up
- from something other than the bible, such as a song
- one of the Gnostic bibles

Not any Bible I ever heard of! But, why waste it at all? You wouldn't go spilling your other bodily fluids at random. It isn't a waste product. It won't kill or otherwise harm you not to spill it. What's the big problem? Can't you control yourself?
