SAP stands for Secondary Auxiliary Programming. This feature allows your TV to receive broadcasts of alternative audio, such as for the visually impaired, and foreign language audio. As you have it on a Spanish language station, the foreign language station must have that alternative programming available. Perhaps most Spanish language stations don't think English speaking persons will be interested in Spanish-language programming. On many English-language channels, when you press SAP, you do hear Spanish as the alternative or auxiliary language.
