what should i say that is not offensive?

It is impolite and immodest, and I can't think of anything you could say that would help the situation (if you were a female, it would be different). However, if you know this person very well and want to help her avoid making this mistake in the future, you could (if you happen to be out and about with the girl) point out a ladylike person who is sitting with her legs crossed at the ankles or demurely at the knees and remark on how ladylike and sophisticated she seems. But, if you are merely encountering strangers who sit with their legs uncrossed, you should avert your eyes, because I think you might just be a gentleman. Any many who is concerned enough about this must be.

*who cares about offending someone, my husband is almost 64 years old. I believe in --just tellin' it like it is.

If her skirt is "too short" for you, avert thy eyes. I've seen enough men with torn out crotches in their jeans and no boxer shorts. While I may occasionally "enjoy the view" it's really none of my business looking at someone else's underwear (or lack thereof)

I believe you don't have a wide perception of the situation.

A girl who does that is perfectly AWARE of what she is doing, regardless if she acts as if she didn't care.

Beyond asking, she is DEMANDING attention.

I know it can be difficult not to stare at someone with such bizarre behaviour, but just DON'T look at her.

As soon as she finds out nobody is watching, she will stop doing it.

...And perhaps will set herself on fire to get people's attention again.

Still, don't watch her.
