Prostitution is ILLEGAL in Singapore. I think they don't really care if it happens in the common Red light districts("a necessary evil").

I Have been to Singapore many times. Singapore has never condoned prostitution. But if they did then maybe it would be for
taxation and health purposes.

So they can keep check with all the registered prostitutes and conduct checks to ensure their disease free. But of course there are more un-registered prostitutes than registered.

So that sex workers and brothels can be regulated and confined. Soliciting for sex is illegal in Singapore.
