depends how much $$ you want to spend... I reccoment the Adobe Photoshop Free Trial (adobe.com)... but to buy it is over $600!

adobe photoshop works best. They have all these cool tools where u can edit and modify. Try the trial versions at adobe.com

All will do what you want, and the first one id FREE, and you most likely have it.
