There is no way she would need to pay to leave the country, that's ridiculous. If she's a British Citizen then she should have no problem getting back into Britain either. Other countries may ask her to show whether she's provided for herself whilst she's out there, and Britain may ask that too, but only if she doesn't have a British passport./citizenship/a right to be in the country

if she has the british citizenship and a valid passport then she is free to go wherever she wants to. Britain isnt communism.
There shouldnt be any problem if you got her a round trip ticket, otherwise they probably would have wondered why she wouldnt come back and then the US Immigration would be on her butt

I once had a romanian au pair who said similar things. I was scammed big time. I am not saying that your friend will do this, but please becareful. I have lots of different au pairs since this and have never once been asked to show basic travel insurance, that incidentaly you can buy for less than half of what you have been told. Tesco for instance :) offer good travel insurance.

UK immigration are not interested in anyone leaving the country.
The problem appears to be with whatever country your friend is trying to enter, and yes, some countries do have rules where you have to show you can support yourself while in their country.
