she is too scared to tell anybody who she likes
she is scared to ask her parents if she can have a boyfriend
i want to help but she just says idk or maybe or i am too scared

Well maybe she is too shy to admit she has feelings for you. Maybe she really does like you, but she's afraid to say it straight out. How long has she been saying this? If she's been saying it for a long time now, look at her body language. Does she really show interest in you? Does she seem avoid you, leaving you to go up to her? Or does she stay close by? Although she may be afriad to say it straight out, maybe she DOES like you.
I'm not sure though, that's just my guess though.

well i wish you would have included both your ages its hard to answer but kinda sounds like you may be young. yes i think she likes you it sounds like she is shy and maybe she already knows her parents dont want her seeing boys yet. maybe you should ask the parents if she is allowed to be in the company of a young man i no sounds old fashion but hey you will find out wont you? good luck!
