The female is not in heat as yet

Humping generally has more to do with dominance than sexual inclination. Your female is trying to establish herself as the alpha dog. I have two girl pugs and they hump each other. It can be kind of embarrassing, but its not about sex. Sorry I don't have any advice about mating. But if you don't know about mating, you shouldn't mate your dogs. It is a large commitment to breed your dog. Here is a website that addresses some of the issues related to breeding.

Dogs will hump each other to show dominance over other dogs.
It has nothing to do with sex.
Your female is showing the male that she is the alfa dog in the household. This is normal canine behaivior. Often wolf packs, who are very similar to domestic dogs, will be dominated by a female wolf.
The male will feel that the female is the superior alfa dog of the pack and will not mate with her because that would be showing he feels of equal status as her, and these two dogs have established that she is the leader of the pack and he is the follower. I would be surprised if they ever mate, given their difference is social status (as they see it) but when she comes into heat the urge to merge may prove me wrong.

Just put them in the same room when she comes into heat and see if they go at it. And please do not try to force them apart when they get stuck together end to end. It will tear the females genitals. Let them separate naturally.

If you don't know the answer to this question you should take both your dogs to the vet tomorrow morning and have them fixed. Dogs cannot mate unless the female is in heat. And it has nothing to do with if they are attracted to each other as they go off of smell. The female is mounting your male because she is the dominant one in the pack. And if you are worried about whether or not your male is neutered then why not check for yourself?

Your female may simply be dominant, or may have physical issues which are messing with her hormones - best for a vet to determine if that is the case.

Dogs do not menstruate. Most breeders allow a male to cover a female in heat at least two times, 24 or more hours apart, over the course of her heat cycle.

Lots of dogs hump. Male or female. Try walking her more so she will be a little too tired to hump. The male will be interested when the female comes into season.(heat)

Humping is a way of showing dominance. I have had female dogs hump male dogs, they are showing who is boss. Whoever is the humper is the leader of their pack and who ever isthe humpee (lol) is the submissive one. Dogs usually go in heat 2 or 3 times year, I know more about dog behavior than their cycles, sorry, lol

Your male dog might not be attracted to your female pug but I seriously doubt that.
You might have to wait till next spring.. Because that's the big mating season.
Maybe encourage them to play with each other and get to know each other better, You might want to make sure also that whoever you bought your male dog from didn't neuter him and not tell you that when they sold him to you.

Your pug is not a pug at all, he must be polish and he needs the lady to show him how.

All I could think of when I read this is that maybe they're both gay. But I don't think that's possible with dogs. Maybe they're just not attracted to each other.
