If you like to cheat, then it would be of a value to you. However whoever would want to cheat. Who ever would want to hang out with a bunch of cheaters? Whoever would want to be know as a cheater?
A value is something toward which to work to gain and/or keep. How can you consider something negative as a value?

First of all, cheating is not good and desirable, therefore we should not consider it as a value. However, if you consider cheating good, and if it serves a purpose to you, you may consider it a value but even if someone else told me it was good I would never consider it as a value.

Cheating is neither good nor desirable. And there is no value in it except for those who justify it. Cheating shows an absence of integrity and trust. Those who cheat usually live shallow superficial lives ... As an educator I have no tolerance for cheating.

That is a faulty premise. It is neither good nor desireable. Imagine this: You are scheduled for emergency brain surgery. You are all prepped and starting to fall asleep when you hear a nurse whisper, "That's Dr. Wilson. He cheated his way through med school."
Desireable, huh?
