What is the reason behind this. That would influence my opinion and my advice for you.
If this person is your close friend then I am sure you know the reason why. If you feel uncomfortable about this or if this is causing your home life more stress, then just be honest and tell this person. Explain why it is a problem for you --like your schedule or your girlfriend or your family or whatever--or even if it is just the fact that it doesn't make sense to you that they would need to come daily. You just need to get to the bottom of why they are coming over to bathe in the first place. There could be a logical reason or maybe not. Go from there and then decide what you need to tell them. Personally, it would be offensive to me, but again it depends on the person and maybe their situation. You could always just not answer the door or check your caller ID and don't answer their calls.

well... using the give and take policy you could expect something in return from your neighbour and it doesn't have to be in the same form. Or like someone else said you could charge them the cost of the water but then there is more than water involved because there's the electricity too. so maybe you could go eat there or you could sum up all the charges (water, electricity, anything else) and charge him (with some profit too ;))

you're a guy and i assume it's a chica that comes over for the tub, so next time, take one with her and you might have a girlfriend...at the very least, she probably won't come over any more....if it's a guy, JUST SAY NO!!!

Why did you allow it in the first place? This is ridiculous.
Tell him he can't come anymore.

If you are not great friends, and you are not comfortable, then don't allow it.
