It sounds like he has a stress problem. You need to talk to your vet so the vet can examine him and see what can be done. Maybe you can figure out when he licks and if it is caused by some specific kind of stress, like him being alone, or something like that.

One of my senior cats was doing just that; and it turned out to be the stress of a newcomer kitty in the house. My vet put her on some kind of kitty tranquilizer for a week, and she stopped. I would take him to the vet to make sure there aren't any skin problems. Have you checked for fleas, mites or ticks?

Try giving him a bath in a mild baby shampoo. If this doesn't work try putting alittle bit of olive oil on your hands and smoothing it over the cat. He/she probably has dry skin. If it continues, call a vet.

Seek veterinary medical attention for your cat A.S.A.P. Your cat could be having an allergic reaction or may have contracted a skin disease, parasite or other ailment. Don't delay, your vet knows best.
