You are right to suspect the truth in what someone told you about the Koran.
Chapter 9 of the Koran, verse 11 is (translated into English):

[9.11] But if they repent and keep up prayer and pay the poor-rate, they are your brethren in faith; and We make the communications clear for a people who know.

nothing about eagles or attacks -

doing a little word search in that english translation - the word "eagle" does not show up at all in the entire Koran. neither does the word "hawk" although in one place it does mention birds of prey. So whoever told you that eagle attacking stuff was making it up.

11. But if they repent, establish regular prayers, and practise regular charity, they are your brothers in faith: we explain the signs in detail to those who understand.
