You need a very good civil lawyer, specifically one who deals with constitutional issues. See section 1983 of the United States Code.
Your lawyer will have to proof that the police officer was acting with intent, bad faith, or malice outside the discretion of his/her job duties to be able to sue the city and get around "state-immunity".
You would have to prove the D.A. acted without sufficent probable cause in prosecuting your case, very hard to prove this.

A lawyer who does civil rights cases would be best, followed by any lawyer who takes on cases against police depratments or DAs.

Depends on what you are suing for. It sounds like it will be a civil suit, so a civil suit lawyer who specializes in whatever field it is.
