'Punishing' voices of dissent is the resort that people take when they can't genuinely justify their views or excuse their hatred. It's a deperate act, equivalent to 'I know you are, but what am I?' People like yourself and myself realise that a person's ignorance and aggression effect himself more negatively than the intended victim. So we just let it be. Maybe we're following in the footsteps of some guy who once said something about 'turning the other cheek' - can't quite remember who he was; his message doesn't go very far on R&S...
I do actually report people - for gaming, impersonation and insulting other participants in question lines. I think those are very wrong. If I reported abuse for everybody who spouted ignorant rubbish at non-believers, I'd never be able to get any sleep at night!

I believe in Jesus, but wouldn't call non-believers the devil. I would try to help them. By name calling and cursing people to burn in hell isn't going to bring them to Christ. I know of so many people who have no respect for Christianity because they happened to run into those individuals who used force rather than love to spread the Word.
