You can save up some money and simply go out and buy one. You can usually find some cheap used cars (less than $1000) in the classifieds of a local newspaper - or you can look for cars with a "for sale" sign parked along the road. You might have a local mechanic take a look at the car before you pay the money, just to make sure that it's not going to break down on you the first week you have it.

If you have a job, you might be able to get a loan. I'm assuming that at your age that you have zero credit history. If that's the case, you'll almost certainly need a co-signer. You might ask another relative or an older friend with good credit to co-sign with you. Just realize that whoever is co-signing for you is taking a HUGE risk that you will not pay back the loan. If you stop making payments, your co-signer either has to take over the payments or let their credit history go into the crapper.

Well, the best way to get a car would be either to get a job, save your money, and buy a cheap, used car, (of course, you should have it checked out,) and then buy it. Or, you could ask your relatives (i.e.: grandparents, parents, aunts/uncles, cousins...) if they could give you one of their old cars. I'm sure that you would have some relatives that have an old car that they'd be willing to get rid of. But, if you were to earn your own money, then you should give you parents the money, which in turn, they will buy the car that you wanted. I say that because, if I'm not mistaken, a minor (which is someone who is younger than either 18 or 21, depending on which state you live in,) can't own a car. Which means that you would have to put the car in your parent's name.

Some times church members like to help young persons with getting a first car and will sell you their old car at a good price. And it is usually a car that can be relied upon.

Work, and save every penny you can. If you are super serious, pack your summer full of work, two jobs if you want it.
