Low-lights are reverse high lights. Like say you have blonde hair...it's doing streaking in a darker color. Foil is a type of process used to high-light, low-light hair...the hair is broken up in individual pieces and a foil is put under the hair, you then brush the dye or bleach on the hair and another piece of foil (or the original piece if it's long enough) is folded to close the foil. This is done throughout the hair as many places as you want your hair color streaks. Frosting is typically done using a "frosting cap" this cap is similar to a shower cap, however has little holes all throughout it. You take a little hook to pull out hair from each hole and put dye on it. The rest of the cap protects the hair you don't want dyed. You then wash your dye out as usual after normal sitting time and this only dyes the hair you pulled out from the cap.

Low lights are similar to high lights. High lights is when you add a lighter pigment or lighter color to your hair and low lights is the opposite. If you have blond or light brown hair you would add a darker pigment or color to your hair.
Foil is what they use when they are doing either low lights or high lights or coloring your hair in 2 different tones.
Frosting I beleive is when they bleach the top portion only of a mans hair or boys hair. I could be wrong about that one. I have been out of cometology for a few years and have not worked on hair so I am not sure if the frosting is right. the others are correct.

Low-Lites - Adding darker "strands" to light hair.

Foil - Process of highlighting. (the hair is covered in bleach and wrapped or folded in foil)

Frosting - Hair is pulled through a plastic cap and bleach is applied (very out dated way of highlighting)

low lights are one to two shades darker then your natural hair color, foils are a technique that is used in highlighting and low lighting. it is a way to separate your hair to get the proper look with the pre selected colors. Frosting is a technique that requires a plastic cap with pre determined holes to high light or low light your hair. this is usually used on short hair that can not be foiled.
