Because since the sand is so unstable it could cause the lie of the ball to change and thus giving yourself an advantage. This is why you cant ground the club in a bunker.

Touch the club in the bunker would affect the sand behind the ball, which would theoretically improve your lie. Additionally it can be seen as 'testing' the density of the sand.

a bunker is considered a hazard, similar to a pond or lake, so touching or grounding your club in the sand is considered illegal and punishable by the rules and regulations of the Professional Golf Association (PGA)

It's a USGA rule. You can't ground the club in a bunker prior to your shot. When you make your shot in a bunker, you do impact the sand and that is allowed.

You are not allowed to improve your lie. Grounding your club in the sand behind your ball could compress the sand so that more of your ball shows and thus making the shot easier.

you cannot ground your club in a hazzard because you cannot check the consistancy of the sand with your club, you can however check it with your shoes.
