Blonde, definetely blonde. Orange will give you that "I was too cheap to invest in what I was supposed to buy, so I dipped my head into a sink full of peroxide" look.
Orange either screams, "I'm a freak" or "I'm a skank".
If you're going for something a little less "boring", you should do chunks of different shades of blonde.

Depends on what looks best on ya- I would say blonde cuz not very many people can pull off strawberry blonde

i would go with dark blonde and use low lights as blonde that would look awesome
