The latter will usually work with a development team, and will usually only have DBA privileges within an already built database. They will design the structures of the database, tables, indexes, procedures, etc. They will have the ability to package database modifications or installations for delivery to a production system. It is unusual, but not impossible for this position to also have responsibility for the production databases.
A support DBA is responsible for maintaining the availability of production databases. This is accomplished by monitoring and being proactive towards problems that may bring down a database. They are responsible for performance, for security, for backups and recoveries, for database software installation, and for installation of database objects into the database. They are responsible for upgrades, although testing may be done by the other type of dba.
Some small work locations have DBAs who perform both these roles. It is more difficult to find a dba who's experience is broad enough to do both. When you see a DBA position continually open it is usually because they lost an employee who did all of the above, and they can't see why these applicants don't want to.
There is a core difference between these two positions, in that the development dba is usually wanting to rush new features into production, and the system dba is trying to protect the system from disruption. It is a lucky IT department that has control over the interactions between these functions.
